Hiring freezes do not have to mean hiring worse

A freeze stops requisitions, not the need behind them. What lean HR teams do for the one critical role they are still allowed to fill.

By SkavanderHR

A freeze pauses requisitions. It does not pause the work, the customers or the deadline, which is why freezes of nine months or more left 38% of companies with real capability gaps. About one in three large employers paused a requisition in the last year. The question that follows is not whether to hire, but what to do about the one role you are still allowed to fill.

Key takeaways

  • About one in three large employers paused a requisition in the last twelve months; extended freezes of nine months or more left 38% with real capability gaps.
  • The freeze rarely lifts into abundance: only 17% of HR executives expect budget growth and only 24% expect to add recruiter headcount.
  • Internal mobility is the standard first answer, and roughly half of organisations were expected to be using it by 2026. It runs out at the specialist end.
  • The market does not pause with you. Three-quarters of UK IT employers struggle to fill roles, and 78% of German companies still observe an IT specialist shortage.
  • The one exception role is usually granted on a deadline, which is the worst moment to be starting a search from nothing.

What does a freeze actually stop?

It stops new requisitions and it stops headcount growth. It does not stop attrition, the product roadmap, a regulatory deadline or the customer who signed on the promise that you could deliver. That gap between what is paused and what is not is where the damage sits, and it is measurable: extended freezes leave a real share of companies unable to do things they could do before.

Sources: BambooHR’s State of Hiring 2026 and SHRM for the freeze and capability gap figures; SHRM’s CHRO Employment Outlook for the budget and headcount expectations; the internal mobility share is an estimate derived from Gartner and repeated in quiet hiring coverage, so treat it as directional; ManpowerGroup’s UK Talent Shortage Survey and Bitkom Research’s German IT labour market study for the market figures. The employer figures record perception of difficulty, which is not the same as an official vacancy statistic, and Germany’s own employment agency measures bottleneck occupations differently.

Why does internal mobility run out?

Because it is redistribution, not addition. Moving a capable person into the open role is genuinely the cheapest first answer, and for a generalist gap it often is the right one. Two limits show up quickly.

The first is that the vacancy moves rather than closing. The person who moved has left a hole behind them, usually one level down, and if the freeze is still on then the hole stays open. The second is specialism. A platform migration, a certification, a regulated area or a piece of hardware nobody else has touched cannot be covered by enthusiasm and a handover. Quiet hiring works at the edges of a skill set, not at its centre.

So the honest version of the lean team’s position is this: internal mobility handles most of it, and the one role it cannot handle is the one that hurts.

What do lean teams do for the role they can still fill?

Usually one exception gets granted, and it comes with a deadline and an audience. Three things make that exception easier to honour.

Start the finding before the approval. The approval date and the search start date do not have to be the same day, and for a scarce role the finding is the part with no upper bound on how long it takes. Knowing who exists in your market is useful whether or not the requisition opens this quarter.

Insist on a cost you can stop. A freeze is an argument about commitment, not about spending. A monthly amount that ends when you end it survives that argument in a way a per-hire fee committed in advance does not, and it survives the next freeze too.

Do not accept a worse hire because the process was slow. That is the specific failure a freeze produces: the exception role finally opens, the calendar is short, and the first available candidate gets the offer. The market figures above say plainly that this is not a market where the first available candidate for a specialist role is likely to be the right one.

What this means for a company of twenty to five hundred people

At this size a freeze usually is not a formal policy with a memo. It tends to be a quiet decision that this year there will be one hire instead of four, and the person who would have run those hires normally carries onboarding, payroll questions and everything else alongside it.

Two moves are worth the time. First, write down which of your paused roles are redistribution problems and which are specialist problems, because they need different answers and they are usually discussed as one list. Second, for the specialist one, look at what each route actually costs you while the freeze is on rather than at the moment of hire: an agency, RPO, an embedded recruiter and a standing monthly search commit you very differently, and the one that can be stopped mid-quarter is the one that fits a year like this.

Hiring capacity without hiring a recruiter

We are the recruiter you do not have to add to headcount. For one specific role, the system looks through professional networks and company websites for every person in your market who matches the criteria, and each of them is told about the role about that role. Your team keeps the interviews and the decision, everyone relevant is usually reached within two weeks, and it costs about a tenth of a recruiting agency, as a monthly amount you can stop. For a role such as embedded and automotive software, where the qualified population in any one country is small and nobody in it is browsing postings, that is the difference between one exception well filled and one exception wasted.

A freeze is a decision about how much you hire. It does not have to become a decision about how well.
